What Is a Preferred Supplier List (PSL)?

PSL

A preferred supplier list (PSL) is a selected group of recruitment agencies that your organisation has approved to support its hiring.

Instead of sending vacancies to different agencies with different terms, processes and expectations, a PSL gives your business a clear way to manage agency recruitment. Hiring managers know which recruiters they can use, agencies understand what is expected of them and your organisation has better control over candidate quality, communication, spend and performance.

However, a preferred supplier list should be more than a spreadsheet of agency names. To deliver real value, it needs to make hiring easier, help you compare suppliers and provide the evidence needed to decide which agencies should remain on your PSL in the long term.

How Does a Recruitment Preferred Supplier List Work?

A recruitment PSL brings together the agencies your business trusts to recruit for particular roles, locations or areas of expertise.

You may have one supplier list for Project Managers in the North West, another for commercial appointments across the UK and a separate list for specialist vacancies.

When a role becomes available, it is shared with the most relevant agencies. Those recruiters can then screen applicants and submit suitable CVs for review.

This gives your hiring team access to several specialist recruiters without separate email chains, repeated conversations and inconsistent submission processes.

What Are the Benefits of a Preferred Supplier List?

Less Recruitment Admin

Without a clear process, vacancy details are emailed to several people, CVs arrive in different formats and feedback can become lost across inboxes and spreadsheets.

A PSL creates one agreed route for agency recruitment. Everyone knows which suppliers are approved, where opportunities should be shared and how candidates should be submitted.

The Right Agencies for Each Vacancy

Not every recruiter will be suitable for every role. An agency that performs well on site-based construction vacancies may not be the best choice for a senior commercial appointment.

Organising suppliers by role, region or sector means you can send each vacancy to the agencies most likely to deliver. This avoids contacting every recruiter for every job and helps agencies focus on opportunities that match their expertise.

Better Candidate Quality

Sending a vacancy to more agencies does not always produce better candidates. It can simply create more CVs for your team to review.

A focused PSL lets you work with relevant agencies and set clear expectations around screening, experience and candidate submissions. This supports a more consistent process and reduces the number of unsuitable CVs reaching hiring managers.

Stronger Agency Relationships

A PSL can help you build closer relationships with agencies that understand your organisation.

Regular work, clear communication and useful feedback help recruiters learn what a strong candidate looks like for your business. Over time, this can lead to better shortlists, faster submissions and a more reliable service.

Create and Manage Your PSL With Strategic Resourcing

With Strategic Resourcing, you can invite your existing agencies to your Agency Management Suite and create bespoke PSLs around the way your organisation hires.

When you need to recruit, upload your vacancy once and send it to the relevant supplier list. Your selected agencies can review the brief and submit their strongest candidate CVs directly through the platform.

Your hiring team can then review applications, shortlist candidates, manage interviews, provide feedback and progress offers in one place.

This creates a clear record of the process and removes the need to manage every agency through separate emails, spreadsheets and documents.

It also means you can work with several trusted recruiters without creating several different recruitment processes.

Measure Agency Performance Through Performance Hub

Creating a PSL is only the first step. The real value comes from understanding how each preferred supplier performs.

Our Performance Hub brings this information together, helping you compare supplier activity and results.

You can filter and monitor core KPI’s including:

  • Applications submitted
  • Interviews and placements
  • Candidate submission times
  • Recruitment spend and agency costs
  • Agency performance by role, region or business area
  • Which suppliers deliver the strongest return on investment

This gives HR and leadership teams a clearer view of which agencies are genuinely adding value and which may need further support or review.

Use Data to Improve Future Preferred Supplier Lists

A PSL should change as your recruitment needs and supplier performance change.

Performance Hub helps you identify agencies that consistently provide suitable candidates, see where suppliers perform best and spot where quality, response times or conversion rates need to improve.

This means future PSL decisions can be based on real recruitment outcomes rather than assumptions, personal preferences or incomplete spreadsheets.

High-performing agencies can be given opportunities that suit their strengths. Underperforming suppliers can be reviewed, and gaps in your agency coverage can be addressed.

For example, you may discover that one agency performs particularly well on commercial appointments but struggles to provide suitable candidates for operational roles. Rather than removing that agency completely, you can include it on the PSLs where it delivers the most value.

Because Strategic Resourcing records agency activity as recruitment takes place, the information is already available when you need to review your suppliers.
